Are unsharp stainless steel swords okay for props for cosplay?

the youmacon cosplay rules state no metal weapons.

Last year security was checking weapons. Apparently metal prop weapons were ok as long as they're flat edged. Either way, I went with wood, but I felt like asking because there were other Bleach cosplayers that had metal ones.

One had a bladed katana and said "The guard told me that I'm not allowed to unsheath it under any circumstances, that he'd have to tazer me and that some of the guards have guns."
The other guy had a prop with the flat edge and was told it was fine, but if he did anything other than poses with it they wouldn't really be able to tell if it was a prop or not.

This was only in the GM building though, I dunno if COBO's security were more strict.
